Splatter is one of the six skins released under the Art Mania offer. It could be purchased on an individual basis with game coins in mid January 2018.
Splatter could be purchased in the Skins Shop under the 'Art' tab for 690 coins. This skin was available for a limited time and may not be available for purchase in the future.

Note: The Art Mania offer has been released many times after the original 2018 debut. While the included skins remained the same, the prices did vary between some of these limited time releases. The prices for all releases of the Splatter skin varied between either 690 or 990 coins.
