Party Mode is the fourth gamemode in Agar.io. In order to play this mode, you have to create a party, and you'll get a 5-character code (for example: agar.io/#1B3D5) that you can use to play in the same server with your friends. There are no rules here - you are free to team or eat viruses.
Party Mode was designed as a way for players to play with their friends, and help prevent "Teaming" in other similar modes. However, people have been taking advantage of this and using bots to gain mass.
