Eager Alien is one of the three skins released in the multi-part Cap'n Joe's Shop offer. It could be purchased as part of an item deal in late July 2018.
Eager Alien could be purchased for $2.99 in a limited time deal that included 5000 coins, 250 DNA and a 24H Double XP Boost. This skin was not available for individual purchase and may not be available for purchase in the future.

Note: Eager Alien has been re-released multiple times under the Monsters of Agar.io offer. For these limited time releases Eager Alien could be individually purchased for 6700 coins.
