Derpy Stegosaurus is one of the three skins released under the Derpy Dinos offer. It could be purchased as part of an item deal for a limited time in early May 2021.
Derpy Stegosaurus could be purchased for $2.99 in a deal that included 5000 coins, 125 DNA and a Superior Potion. It was not available for individual purchase and there may be few opportunities to acquire this skin in the future.

Note: The Derpy Dinos offer was released again for limited times in October 2021 and then in May 2022. The item deal with Derpy Stegosaurus remained exactly the same as the original release.
