Well, I think that party can support about 300 players(it is called party for a reason), that Teams can support 128, FFA ~200 players and Experimental 128.
I think it will be in powers of 2
128, 256, 512, etc
Sirius uploaded a video about a custom server with 1000 bots plus himself and another player.
I know I'm a bit late, but average is 70 per lobby, there are usually 2-3 lobbies per server, but party servers can support as many as it needs as long as the server has enough bandwidth to keep up, which should hold at least a couple hundred.

With Research & valid attempts to fill a regualr party server, there is really no known number to max a server. It has been said 128 or 200. But you have to remember that multiple maps are replaced when you are in spectate and an average of 5 players leave every couple seconds

According to statistics, over 10 million users have "played" Agar.io in the past 4 years. There would be 5 million players who've tested 2 of the 4 modes (5 million on FFA and teaming / 5 million on experimental and party) as a total.
Now there are restraints for these servers including data loss and maximum lobbies. Since 2 lobbies is the maximum per a server, (3 as an exception) there can only be 100-200 players on FFA, Teaming, and experimental by reason, the chronometer measures 152.4% in real time. Entirely party mode can handle as many players as long as the bandwidth is functioning correctly, so there would only be 50-350 max
